		<description>I hate to break it to you Chou, but it is a closed primary.  Voters must be registered with a party in order to be eligible to vote.  While it stratifies the election and fosters the continuation of the two party system, it's the most effective way of determining what each party wants.  Open primaries, meanwhile, find out what the entire constituency wants.  This, however, is just Florida's election officials playing by the rules.</description>
